民國初年，位於廣州的「旗下街」是個烏煙瘴氣的地方。

傳聞何其堅為了個人利益，竟加害親父，又恃著警察廳長方天圓撐腰，橫行無忌，是旗下街的第一大惡人。

其堅得知姑婆屋影響天圓的風水，便用盡奸計奪取姑婆屋，因而認識了姑婆屋業主唐菊、戴銀、郭金的契女凌玉翠。玉翠為契媽捍衛姑婆屋，與其堅大鬥法。

其堅為騙取姑婆屋，不惜「出賣自己」，使出美男計「引誘」玉翠，企圖奪取玉翠的芳心，然後人、屋兩得。一次，其堅與玉翠遇上意外，兩人被困山洞內，其堅「幽閉恐懼症」發作，玉翠見狀加以照顧，其堅稍為好轉，便向玉翠披露了他殺父之謎，令玉翠大受感動，令兩人加深了解。

玉翠的坦率真誠令他放下了對人的戒心，不自覺間其堅對玉翠產生了微妙感情，可是他又不甘於愛上一個哨牙婆，內心掙扎不已。可是，當其堅成功奪取了姑婆屋後，即暴露出猙獰面目，玉翠方知被騙，感情大受創傷。

儆惡懲奸
武癡黃飛鴻得知其堅的惡行，決定儆惡懲奸，將其堅打倒，群眾額手稱慶，飛鴻一時聲名大噪！加上新任的副廳長馬德才為人正直清廉，銳意整頓旗下街的劣風，飛鴻與德才聯手對抗其堅，其堅如喪家之犬。

飛鴻在旗下街成立「寶芝林」，廣收徒弟，將武術發揚光大。其堅眼看在旗下街無法立足，人人喊打，便假意痛改前非，並請求飛鴻收他為徒，其實暗裡揭飛鴻的私隱，企圖令飛鴻身敗名裂。飛鴻早已看穿其堅的奸計，他要求其堅嘗試做一日黃飛鴻，希望藉此讓其堅學習如何做一個好人。其堅初嘗萬人景仰的滋味，但做英雄必須付出代價，要有無比的毅力面對逆境的信念。其堅終於明白飛鴻用心良苦，重建對人的信心。

最「奸」的輔導員
其堅痛改前非，與身邊人建立友好關係率先與牙擦蘇成為「便宜父子」。另一方面，玉翠視哨牙為憾事，其堅竟再將她的哨牙撞崩，親手改寫了玉翠的人生。同時間其堅知道玉翠一直為玉碧的事而煩惱，決定要幫她解決困難。他鼓勵玉翠妹玉碧重建對人信心，不再自閉。玉碧因此而對其堅情有獨鍾。那邊廂飛鴻對玉翠重提婚事，其堅和玉翠雖然各有所屬，但心裡仍念念不忘對方，明明相愛，又互相嫉妒，經常吵吵鬧鬧。

無間道臥底
經警察廳長的馬德才整頓後的旗下街，變得愈來愈興旺。此時，旗下街發生多宗無業流氓失蹤懸案，此間，其堅與昔日部下金錢豹相遇，豹利誘其堅棄暗投明，於是，其堅與飛鴻和玉翠決裂，夜夜笙歌，花天酒地，仗勢欺人，更令玉翠三位契媽險死，彷彿又變回從前的奸人堅。其實，其堅當起臥底，他與飛鴻裡應外合，以便查出失蹤懸案秘密，其堅和飛鴻竟查出驚人內幕…
